How do I comment or request a hearing on the proposed rules?

LOSFA promulgates rules for the financial aid programs it administers using the procedures required by the Louisiana Administrative Procedure Act. The first step is to publish a Notice of Intent in the Louisiana Register. After the Notice of Intent is published, the public has 20 days to submit comments and/or to request a public hearing.

Interested persons may submit comments or request a hearing on the proposed rules in the Notice of Intent by sending an e-mail to LOSFA.Comments@la.gov or by sending written comments to:

PLEASE NOTE: THE DEADLINE TO SUBMIT COMMENTS AND/OR TO REQUEST A HEARING FOR EACH NOTICE OF INTENT IS IN PARENTHESIS BENEATH EACH SUBJECT IN THE “PROPOSED RULE CHANGES IN PROGRESS” COLUMN. TO ENSURE CONSIDERATION, COMMENTS AND REQUESTS MUST BE RECEIVED NO LATER THAN THE DEADLINE. 

Petitions to BOR or LATTA for LOSFA Administered Programs

Besides the above procedures to comment on a rule under modification during the Notice of Intent process, interested parties can petition for a change to any rule in Title 28 parts IV through VII at any time.

Petitions to the Louisiana Board of Regents (BOR) or Louisiana Tuition Trust Authority (LATTA) for LOSFA financial aid programs requesting the adoption, amendment, or repeal of a rule shall be made pursuant to La. R.S. 49:953C, which provides in pertinent part, “An interested person may petition an agency requesting the adoption, amendment, or repeal of a rule. Each agency shall prescribe by rule the form for petitions and the procedure for their submission, considerations, and disposition. Within ninety days after submission of a petition, the agency shall either deny the petition in writing, stating the reasons for the denial, or shall initiate rulemaking proceedings in accordance with this Chapter.” The form for petitioning BOR or LATTA for LOSFA administered programs may be accessed here.
